Dr. Elie Y. Hajj is a globally recognized leader in pavement engineering, currently serving as a Professor in the Department of Civil and Environmental Engineering and Associate Director of the Western Regional Superpave Center (WRSC) at the 91·çÃùÄñ³ª. With over 21 years of experience in academia and industry, Dr. Hajj is known for his ability to lead high-impact research and successfully implement innovative pavement technologies into practice.

Dr. Hajj is currently Chair of the International Society for Asphalt Pavements (ISAP) for the 2025–2027 term, following his service as Vice Chair from 2023–2025. He is a founding member of the Academy of Pavement Science and Engineering (APSE), served as its Treasurer from 2017 to 2020, and recently being elected as Bice President (2025–2027), and served as its Treasurer from 2017 to 2020, playing a key role in building the organization’s global reach and strategic direction. He is also an active member of the Transportation Research Board (TRB) Committee AKM10 on Production and Use of Asphalt (since 2022) and previously chaired the TRB Committee AFK50 for six years, demonstrating sustained service and leadership in the profession.

Since 2018, Dr. Hajj has served as the Program Director of the AIEI (Asphalt | Innovate | Enlighten | Implement)—a cooperative effort between the 91·çÃùÄñ³ª and the Federal Highway Administration (FHWA). The AIEI supports the Accelerated Implementation and Deployment of Pavement Technologies (AID-PT) Program established under 23 U.S.C. 503(c)(3). Under his leadership, AIEI has delivered high-impact research, training, and deployment products to federal and state transportation agencies.

Dr. Hajj has authored or co-authored over 120 technical publications in peer-reviewed journals, national and international conferences, and agency reports. He has delivered more than 150 presentations at professional events worldwide. As a Principal Investigator (PI) or Co-PI, he has led numerous projects sponsored by FHWA, FAA, state DOTs, local governments, and private industry, often managing large, multidisciplinary teams.

He currently serves as an Associate Editor for the International Journal of Pavement Engineering (IJPE) and is an active member of several prestigious professional societies, including the American Society of Civil Engineers (ASCE), the Association of Asphalt Paving Technologists (AAPT), ISAP, and APSE. His expertise has been sought by national and international grant agencies, including the U.S. National Science Foundation (NSF) and New Zealand’s Ministry of Science and Innovation, where he has served as a grant reviewer and NSF site visit panelist.

Dr. Hajj is widely respected for his ability to build diverse and collaborative teams, and to mentor emerging professionals. His leadership has shaped policy, research, and practice in pavement engineering on a national and international scale, with a strong emphasis on implementation and long-term impact.
